The tuner in the Sceptre may but be bad (or lousy). You could try an outboard tuner. Some have PVR capability and even two tuners so it might be worth a try.
If y'all are limited to indoor antennas it can exist hit or miss. You can check out Channel Master

at least with the old analog signal everything worked as expected
I also got a 32 scepter 32 emersom and a 46 precipitous it takes a l;ot of piece of work to get a antenna juuuuuuust right to go anything then y'all promise the air current don't blow or a bird lands on a certain limb or its gone .
thing is each tv in a different room needs a whole dissimilar antenna set up nada is the same between them , nothing.. its a joke
if you ever become the right combination of things it squeamish but that's the flim-flam figuring that out

Yeah, I hear ya' it is frustrating to say the least. The two TVs are sitting side by side. 1 gets channels yet one does not. Ugh

my 46'' sharp with them inexpensive rabbet ears like I posted in that link I gave go the all-time only pbs I don't become on it the emmerson in the other room gets abc cbs and nbc but not pbs or fox [unless you get up and start twisting and so you risk loosing them all trying to go that 1 in]
matter is when it was analog I got everything easy no twisting no standing on one foot wile holding foil in one mitt no zip simply plough on tv and watch what you wanted to - similar this last rainy day I could not get nbc at all stopped raining it came dorsum [later on more adjustments to the antenna ]

let me add one more affair to this
of the several antennas I got each ane work differently on each tv as well and then like the 1 I got on the sharp that picks up the most don't on the outher ii [like may only be able to get one station ] the antenna that works the best on the scepter don't do as well on the other two and the one on the emerson piece of work the best on it simply not so good on the other 2 .. then its like one antenna don't fit all as far as same reception
